Latin American and Caribbean Regional Workshop on a Global
Convention for Crimes Against Humanity
On September 27-28, 2018, the Harris Institute, the Coalition
for the International Criminal Court (CICC), the Institute of
Democracy and Human Rights of the Pontifical Catholic
University of Peru (IDEHPUCP), and the Master's Program on
Human Rights at PUCP organized a conference and experts'
meeting in Lima, Peru to discuss the ILC's Draft Articles on
crimes against humanity.
Speakers included Professor Sean Murphy, Special
Rapporteur on Crimes Against Humanity of the International
Law Commission; Professor Leila Sadat, Director of the
Harris Institute; and Hugo Relva, Legal Advisor for Amnesty
International. The event was moderated by Professor
Elizabeth Salmón, Director of IDEHPUCP, and Michelle Reyes,
Regional Coordinator for the Americas for the CICC.
The Experts' Meeting opened with a Keynote Address by
H.E. Judge Patrick Robinson of the International Court of
Justice, and provided an opportunity for representatives
of Latin American civil society to debate the ILC's Draft
Articles. Participants included David Donat Cattin,
General Secretary of Parliamentarians for Global Action;
José Carlos Ospina, Legal Advisor of the Colombian
Commission of Jurists; José Antonio Guevara Bermúdez,
Executive Director of the Mexican Commission for the
Defense and Promotion of Human Rights; Luciano
Hazán, member of the U.N. Working Group on Enforced
or Involuntary Disappearances; Ania Salinas Cerda, Legal
Officer at the International Criminal Court; and Judge
Antonia Saquicuray, Supreme Court of Lima, among other
regional experts. Following the meeting, many participants
submitted comments on the Draft Articles to the ILC.
South Africa Policy Seminar on Crimes Against Humanity
On February 21, 2019, the Human Science Research
Council (HSRC) and the Konrad Adenauer
Foundation in Johannesburg, South Africa hosted
a Policy Seminar on Crimes Against Humanity.
Speakers included Christopher Carl Gevers, Lecturer at the
University of KwaZulu-Natal; Justice Richard Goldstone,
Former Judge of the Constitutional Court of South Africa;
Ottilia Anna Maunganidze, Acting Programme Head for
the Institute for Security Studies; Professor Max Du Plessis,
University of KwaZulu-Natal; and Professor Leila Sadat,
Director of the Harris Institute. Chairing the Session was
Mia Swart, Director of Democracy and Governance at HSRC.
In conjunction with the seminar, the Johannesburg
Holocaust and Genocide Center screened the film Never
Again: Forging a Convention for Crimes Against Humanity.
